There are three things to observed during the assembly of such board.

1. C3 - 22UF cap "+" sign is on the left side. The capacitor + sign should be facing to the right side as shown on the attached picture.

2. U808 is labeled 74LS38 and should be a 74LS132.

3. U815 is labeled 74LS132 and should be a 74LS38. Also you can use a 7438.

Note: U808 and U815 designations are reversed.
